How many sets of rules are there?
It appears it depends where you sit at the big-people's table.
Some times that is good. Some times it has bad implications.
Isn't it enough you deal with the cover-my-butt crew?
Then they throw two or more sets of rule books at you.
Life is not fair, but people do not have to make it so stressful and wasteful.
